Bulk Monitoring Actions

I want to be able to add multiple monitoring rules to multiple instances at once.

Instead of a select in the "Add Monitoring Rule" section, I think the easiest solution frontend wise would be to offer multi select.

Same thing with uptime monitors

Workflows are now handling this nicely, you can pick all instances or pick the ones you want and apply the rules you prefer for notifications, incident management, etc
